FDA Addresses ASHP Concerns in Pre-Published Guidance


The Food and Drug Administration (FDA) today announced the availability of a guidance for industry entitled “Requirements for Transactions with First Responders under Section 582 of the Federal Food, Drug, and Cosmetic Act — Compliance Policy.” The guidance specifically addresses concerns raised by ASHP and its members over the ability of hospitals to supply first responders with medications in anticipation of emergent use or specific patient need. On February 5 of this year, ASHP sent a letter to then-FDA Commissioner Stephen Ostroff, M.D., outlining these concerns and the need for further guidance on Drug Quality and Security Act (DQSA) requirements. DQSA was signed into law in 2013. Title II of DQSA creates a pharmaceutical tracking system to account for medications throughout the supply chain. Under this new framework, pharmacies (dispensers) must collect and store certain drug information for up to six years. Originally these requirements were set to go into effect on July 1, 2015, but they have twice been delayed by FDA and are now scheduled to go into effect on Tuesday, March 1. “ASHP is eager to see the full guidance and evaluate the impact on patient care and the practice of pharmacy in hospitals and clinics”, said ASHP Senior Vice President and Interim Chief Operating Officer Kasey Thompson, Pharm.D., M.S., M.B.A. “We are pleased to see that FDA has addressed this concern, and we look forward to continued collaboration to ensure that the U.S. supply chain is the safest in the world.”  The guidance, due to be published on Monday, February 29, is a final guidance. Although FDA will accept public comments, this final guidance will go into effect upon official publication:

Nearly 50 students visited 31 congressional offices on Capitol Hill earlier this month as part of ASHP’s Student Advocate Training & Legislative Day. The two-day conference, also known as SSHPTakesDC, gives student pharmacists hands-on experience in how to directly affect public policy. During meetings at the U.S. Capitol with members of Congress and legislative staff, the students made the case for provider status legislation, the Pharmacy and Medically Underserved Areas Enhancement Act (H.R.592 and S.314), by emphasizing how the pharmacy school curriculum and postgraduate residency training prepare future practitioners to be patient care providers. “I feel like we had a good impact,” said Winston Johnson, a third-year student at Palm Beach Atlantic University in West Palm Beach, Fla. “We met with a health LA [legislative aide] who didn’t know much about pharmacy. We took the time to tell her all about our training and got into how this bill will help patients.” Conference attendees also met with Rep. Earl “Buddy” Carter (R-GA), the only pharmacist serving in Congress. Carter praised the students for their foray into advocacy and encouraged them to stay engaged in the political process. “Politics are important to our profession,” he noted. Before going to Capitol Hill, students participated in an orientation session with ASHP’s Government Relations Division. The session featured an in-depth review of ASHP’s efforts to achieve provider recognition for pharmacists and emphasized the importance of maintaining an ongoing relationship with members of Congress and their staff. “I came to the conference to learn how I can impact patients’ lives through legislation,” said Eboni Ramsey, a third-year student at Virginia Commonwealth University in Richmond. “I want to gain skills to not only advocate for the current issues, but to also carry this experience into my future practice as a pharmacist.” Inspired by their experience, conference attendees have already put their new skills into practice. Cassandra Painter, a third-year student at University of Charleston in West Virginia is working to schedule a follow-up meeting with Sen. Joe Manchin (D-WV). “This experience has shown me the responsibility we have, to both our patients and our profession, to educate others on the services we [pharmacists] are qualified to provide,” said Painter. Painter’s initiative reflects the type of leadership that will help student pharmacists become effective pharmacy leaders and advocates for their patients. “Students have the passion and drive to help lead the way on the important issues that affect pharmacists’ ability to provide care for patients,” said ASHP Senior Vice President and Interim Chief Operating Officer Kasey Thompson, Pharm.D., M.S., M.B.A.. “It’s so inspiring to see these ASHP student leaders in action, and it is clear after seeing their poise, passion, and professionalism during their visit to Capitol Hill that the future of the profession of pharmacy is going to be in very good hands.”Students can further explore their roles as political advocates at the upcoming ASHP Summer Meetings, June 11-15, in Baltimore. A networking session on Monday, June 13, will give students an opportunity to share campus and community initiatives to help build support for provider status.

ASHP and APhA Approve New Accreditation Standards for PGY1 Community-based Pharmacy Residency Programs


ASHP (American Society of Health-System Pharmacists) and the American Pharmacists Association (APhA) today approved the new standard for PGY1 Community-based Pharmacy Residency Programs. The standard was prepared jointly by ASHP and APhA, as has been the process since the partnership between the organizations was formed in 1999 to accredit community-based residency training programs. “The new standard keeps pace with current trends in pharmacy practice and the need for additional training opportunities in diverse outpatient and community settings,” said James Owen, APhA’s vice president of practice and science affairs. “Additionally, the standard provides enhanced flexibility to organizations with the desire to engage in residency training. This will potentially lead to an increase in the number of residency programs and positions within this sector of pharmacy practice.” “It is our hope that community-based residency programs will help develop practice leaders who improve the health of patients in the communities they serve,” said Janet Silvester, ASHP’s vice president of accreditation services. “These pharmacist practitioners can serve as an access point to care in those communities.” Owen and Silvester noted the foundation of the education and training in the new standard is focused on developing the knowledge and skills needed for individual pharmacists rather than the practice settings where care is provided. The Community-based Pharmacy Residency Accreditation Taskforce that developed the standard continues to work on the associated Competencies, Goals, and Objectives as well as the guidance document. These documents are expected to be released later this year. Mandatory implementation of the new standard is expected by July 2017.About ASHP ASHP represents pharmacists who serve as patient care providers in acute and ambulatory settings. ASHP announced today that it applauds President Obama’s decision to propose $1.1 billion in new funding to address the prescription opioid abuse and heroin use epidemic. “President Obama has made it clear that addressing the opioid overdose epidemic is a top priority, and the administration continues to reach out to ASHP and its members for support in this vital initiative,” said ASHP CEO Paul W. Abramowitz, Pharm.D., Sc.D. (Hon.), FASHP. “ASHP has long emphasized the critical role pharmacists in hospitals and clinics play in preventing prescription drug abuse – through recognition of opioid toxicity, preventing inappropriate prescribing, and diversion prevention. As healthcare providers, pharmacists are actively involved in controlled substance management, while balancing the needs of patients in pain to receive safe, effective treatment.” ASHP has a long track record of working with the White House, FDA, CDC, the National Association of Boards of Pharmacy, and other groups to develop interprofessional education materials about access to opioids, diversion, and opioid abuse, as well as the appropriate use of these medications. In October 2015, ASHP joined President Obama in announcing new efforts to address the prescription drug abuse and heroin epidemic. The President highlighted these efforts at the White House Opioids Action Summit in Charleston, W.V., where he discussed local, state, and federal efforts as well as private sector initiatives with healthcare stakeholders who are addressing the epidemic on a daily basis. To show the organization’s support of the President’s initiative, ASHP committed to offering education and resources to more than 43,000 pharmacists, student pharmacists, and pharmacy technicians. Prior to the summit, ASHP told the Obama administration that the organization would undertake several new efforts, including collaboration with key stakeholders on the development of professional guidance, best practices, education, and tools and resources to assist pharmacists and other healthcare providers in addressing opioid misuse, abuse, and access. Hologic reported a strong first quarter that included double digit growth of its breast-imaging technology sales in the United States but continued weakness overseas. ASHP has released a new edition of AHFS Drug Information (AHFS DI), the nation’s leading compendium of unbiased and authoritative drug information. AHFS DI is the only printed compendium designated by the U.S. Congress as a source for reimbursement of off-label uses. The Centers for Medicare & Medicaid Services and numerous healthcare insurance providers recognize it as a definitive reference on the medically accepted uses of drugs. Unlike most compendia, recognition of the authority of AHFS DI in establishing medically accepted drug uses extends far beyond cancer drugs to include the full spectrum of drug therapy. Both the National Association of Boards of Pharmacy and the American College of Physicians have listed AHFS DI as a recommended item for inclusion in reference libraries. The 2016 edition of AHFS DI, which marks 58 years of continuous publication, contains extensively updated monographs and revised therapeutic guidelines, including revised recommendations for the treatment of HIV infections in adult and pediatric patients.
